We couldn’t complete the operation

I have been unable to submit an App into the Windows 8 store for the last four days.  I get the following message:


Is anyone else experiencing this?

(I have tried multiple times at several times during each day with the same result)


Perseverance: I managed to get a new name registered at 4am the next morning.
